There are points in time in everyone's life where you have to wait your turn.  The best we have, usually, is first come first serve.  There are situations, however, when a vendor has a scarce utility and provides the offer for the customer to pay more in order to have their turn over someone else.  A good example of this is bandwidth on the internet, or an express line at the amusement park.

The Registry will create automated means to quickly and easily be able to post your time to give up your turn, if you're willing.  Consider, for example, standing in line at the supermarket, and the lines are really long.  You could access the registry and it will determine if anyone is offering their place in line, and for how much.  Anytime someone chooses to use the time given to them by the registry to take their turn over someone else, the cost to the one getting their turn will be more than what the person offering their place requests.  It is even more if the person giving up their turn is enticed to do so.
