In order to increase the usefullness of money accumulated by individuals, it's important to redistribute it when used to exceed the amount of it's referenced commodity - charge (time).  As mentioned, an individual cannot publish a price more than the cost of goods and charge they have available - one option is to buy cost of goods from the individual and destroy it to give more money without taking ownership of something the seller doesn't want to give up, otherwise buy someone elses cost of goods and change it's ownership.  This occurs when there is scarcity.  These situations include:
